David Spence is the Rex G. Baker Centennial Chair in Natural Resources Law at the University of Texas School of Law. He specializes in energy, administrative, environmental, and oil and gas law. His research focuses on the law and politics of energy regulation, and his scholarly writings address both the economic and environmental regulation of the fossil fuel and clean energy sectors. Dr. Spence is the author of Climate of Contempt: How to Rescue the U.S. Energy Transition from Voter Partisanship, co-author of the leading energy law casebook, Energy, Economics and the Environment, and has published numerous scholarly articles on energy policy, regulation, and the regulatory process. In addition to teaching at the law school, he is a professor of Business Government & Society at the McCombs School of Business. Dr. Spence has a Ph.D. in Political Science from Duke University and a J.D. from the University of North Carolina.
